UPDATE: RECORD OF DECISION SIGNED
The Marine Corps has published its Record of Decision (ROD) for the EIS.
The Department of the Navy, U.S. Marine Corps, after carefully considering the environmental consequences of the proposed action and alternatives analyzed in the Final EIS, announces its decision to implement repair, renovation, and construction projects at MBW anticipated to occur within an approximately 5-year planning horizon. The Marine Corps has selected the preferred alternative (Alternative 5 - Site E) from the Final EIS, which provides for the construction of a replacement Bachelor Enlisted Quarters (BEQ) Complex at the MBW Annex site totaling approximately 191,405 square feet (SF) and ranging in height from 7-10 stories depending on the massing option chosen during the design phase. The associated parking requirement would be met by retaining the existing below-grade parking at Building 20. Alternative 5 also includes renovation and improvement projects to Building 7 at the Main Post; improvements to the MBW Annex gate at 7th and K Streets; and improvements to building facades, fencing, infrastructure, pedestrian amenities, and landscaping throughout the installation.
PUBLICATION OF THE FINAL EIS
The Final EIS was published in the Federal Register on December 1, 2017. That began the Final EIS 30-day waiting period that concluded on January 2, 2018.
The Marine Corps previously announced the identification of Alternative 5 (Site E) as the preferred alternative for the replacement Complex as analyzed in the EIS.
The Draft EIS comment period concluded on May 26, 2015. The Marine Corps received comments from 14 agencies and individuals, most of which indicated a preference for one of the two alternatives that would construct the BEQ Replacement Complex on Department of Defense-owned land (Alternative 4 - Site D at the Washington Navy Yard or Alternative 5 - Site E at the MBW Annex). The Marine Corps identified Alternative 5 as the preferred alternative based on this agency and public input, as well as its proximity to the MBW Main Post and Annex, the elimination of the need for land acquisition, and the mitigatable environmental impacts of locating the replacement BEQ Complex at this site. All comments have been addressed in the Final EIS (see Appendix B).

Scope of the EIS
The Final EIS for Multiple Projects in Support of MBW addresses several proposed construction, repair, and renovation projects that would be implemented within an approximate 5-year planning horizon from the publication of the ROD, including:
- interior renovations and improvements to Building 7 at MBW;
- upgrades to the existing MBW Annex gate at the corner of 7th and K Streets SE;
- improvements to building facades, fencing, infrastructure, pedestrian amenities, and landscaping throughout the installation; and
- replacement of the Bachelor Enlisted Quarters (BEQ) and support facilities currently housed in MBW Building 20.
The Final EIS also provides a less detailed analysis of the potential effects of several additional projects likely to occur beyond the 5-year planning horizon. These include:
- the potential reuse of the Building 20 site,
- interior renovations to Building 9; and,
- additional landscaping and maintenance projects.
